Evidence of the prevalence of sex buying by employees in the private sector is corroborated by buyer arrests.
Employer training is able to shift attitudes and knowledge of commercial sex; from being perceived as a victimless crime to understanding the harm; from thinking the buyer won’t get caught to knowing the risks of buying. As a result, casual buyers of sex will decrease substantially.
Employer policies, procedures, and training set standards that can shift social norms. Fifty years ago, sexual harassment was a social norm. As employers began adopting sexual harassment policies and training their employees, norms of acceptable behavior began to shift both within and outside of the workplace.
Given the prevalence of soliciting sex during the workday or while traveling on company business, employers adopting clear policies and providing training to curb behavior will make a significant impact to reduce demand for commercial sex over the long term.
While some sex buying might shift to after work hours, the norm-setting value of workplace polices and training should not be underestimated.
